A coalition of nonprofits that is spearheading the Saluda Grade Trail has reached an agreement with Norfolk Southern to sell the 31-mile rail line for use as a recreational rail trail. The coalition has a signed agreement with the railroad establishing the price and other terms of a future purchase.
Norfolk Southern has agreed to sell 31 miles of its abandoned rail line connecting South Carolina and North Carolina communities to the Saluda Grade Trail Conservancy for development of a new rail trail. Three nonprofit groups including Conserving Carolina, Upstate Forever and “PAL: Play. Advocate. Live Well!” negotiated with Norfolk Southern to purchase the railroad property. “The Saluda Grade Trail Conservancy signed a written agreement with Norfolk Southern for the line and its full 31 miles,” Laura Ringo, PAL executive director, told The Post and Courier. Spartanburg City Council heard an update on the planning process for potential improvements to Duncan Park at their meeting on Monday. PAL: Play Advocate Live Well Executive Director Laura Ringo and City Parks and Recreation Director Kim Moultrie walked Council through a series of proposed improvements to the City's largest park, with plans including better connectivity to the Mary Black Foundation Rail Trail, upgraded and new trails throughout the park, new restrooms and improvements to the park's amphitheater area, a proposed traffic circle at South Converse St. and Duncan Park Dr., new activities areas and playgrounds, and numerous improvements designed to allow residents and visitors a to better enjoy Duncan Park Lake. Duncan Park in Spartanburg could soon get a facelift. For the last eight months, work has been ongoing to try and reimagine the historic park. It’s a place Ron Livingston often enjoys taking his daily walk. “This is what’s so nice about living in Spartanburg,” he said. It’s the features scattered across more than 100 acres that make Duncan Park unique, from the historic baseball stadium to the lake. “I think the beauty of Duncan Park is the fact that it’s unifying if you look at the number of communities that surround it,” said City of Spartanburg Parks and Recreation Director Kim Moultrie. But with few people coming to the park consistently, the city and Play. Advocate. Live Well. have been working to reimagine the city’s largest recreational asset. “We’ve been working with a steering committee and lots of residents to really come up with a vision for what people want to see,” said PAL Executive Director Laura Ringo. A new section of the Daniel Morgan Trail System in Spartanburg is now open. On Tuesday, PAL Spartanburg and city leaders unveiled the new trail section, the “Hub City Hopper” (Published by Janie Bohlmann, 7 News WSPA).
Construction of a 31-mile rail trail on the inactive Saluda Grade railroad line in South Carolina and North Carolina could begin within five years if negotiations with Norfolk Southern are successful. Part of the proposed 31-mile rail trail passes through the city of Inman in Spartanburg County.
